Kuwait Expands Role of Governorates in Developmental Efforts

KUWAIT CITY: In a strategic move aimed at accelerating development, the Kuwaiti cabinet has enacted decree 151 of 2024, expanding the role of governorates to foster greater contributions to the nation’s progress. This initiative aligns with Kuwait’s broader objectives of facilitating achievements through enhanced governance structures.

According to Kuwait News Agency, the decree, issued on September 4, establishes councils for each governorate, led by their respective governors. The decree mandates that relevant ministers coordinate with governors in appointing ministry representatives to these councils. Governors are tasked with organizing the workflow and mechanisms within their jurisdiction, thereby playing a more active role in policy implementation, project oversight, and service provision.

Historically, Kuwait’s administrative structure began with three governorates in the 1960s, later expanding to six with the additions of Al-Jahraa in 1979, Al-Farwaniya in 1988, and Mubarak Al-Kabeer in 1999. Over t
he years, various decrees have refined the responsibilities and specializations of governors, who serve as key representatives of the executive authority, ensuring efficient service facilitation.

The recent decree empowers governors to act as liaisons between citizens and government entities, enhancing their ability to supervise and monitor government performance. This increased authority is intended to better address citizens’ needs, support innovative initiatives, and drive significant transformations across economic and social sectors.

In a related development, Minister of Electricity, Water and Renewable Energy and State Minister for Residential Affairs Dr. Mahmoud Bushehri appointed Al-Ahmadi governor Sheikh Homoud Jaber Al-Sabah to lead a higher committee for green initiatives, in collaboration with public and private sector entities. This demonstrates the expanded role of governors in both economic and social development.

The appointment of five governors for Al-Farwaniya, Kuwait City, Mubarak Al-Ka
beer, Al-Ahmadi, and Al-Jahraa in April 2024 further underscores the commitment to this enhanced governance model. Recent field visits by governors aim to assess ongoing projects and identify areas for improvement, reflecting the proactive approach encouraged by these new policies.

His Highness the Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah has emphasized that these measures mark the beginning of a new era of progress and achievement, benefitting all Kuwaitis.
