The declaration obliges the parties to protect the security and safety of civilians and to deliver humanitarian aid in line with the international humanitarian law and human rights law.

The Somali Ministry has also expressed its hope that the provisions of the declaration and its subsequent arrangements will pave the way for defining a mechanism for a permanent cessation of hostilities to reach a comprehensive agreement that meets the aspirations of the brotherly Sudanese people for security and stability.
